A Special Program for Pennsylvania Homeowners to Finance Energy Saving Home Improvements! A new program for Pennsylvania Homeowners in January 2006, made possible in part by the Pennsylvania Treasury Department & AFC First Financial Corp. The Keystone Home Energy Loan Program (HELP), available to consumers only for work performed by Approved Contractor/Dealers, is fast and simple, preferred rate financing with special low rates for ENERGYSTAR and other qualifying improvements exclusively for Pennsylvania homeowners. All Pennsylvania homeowners who are making qualifying improvements to their primary residence or second home are eligible. Good credit and the ability to repay are required, however all income levels are eligible.
